I’ve learned that King’s Deli (located on the northeast corner of Georgia Avenue and Quebec Pl, NW) closed on January 17th due to operating without hot water, which is a health code violation.

As King’s Deli also has a liquor license, the liquor license will be put in safe keeping until the store reopens.

Petworth Liquors, located at 3210 Georgia Avenue, has closed. I’ve heard through the grape vine that their lease was not renewed. When their liquor license was up for renewal in 2015 there were many who shared a less than favorable opinion about the business.

When the business attempted to transfer their license and store across Georgia Avenue in 2013 to the east side of the street, there was significant opposition to that effort, leading the business owner to withdraw their application and stay at 3210 Georgia instead.

It is unknown if Petworth Liquors will operate out of Suitland (per sign above) of look for another location on Georgia Avenue. If they move, it wouldn’t be the first time, as the business was located on the northwest corner of Georgia Avenue and Rock Creek Church Road prior to being displaced by Metro Construction as shown in the 1993 photograph below.

Knowing that residents have had concerns about Petworth Liquors in the past, I thought people would like to know that the license is currently up for renewal. The notice that will be posted today is below:

It’s been a long time coming, but the growler station at Park View’s Lion’s Fine Wines & Spirits is finally operational. It opened for business on Friday, November 8th. The station can have up to 20 different selections. Currently, there are 18 on tap as two kegs haven’t arrived yet.

In looking at the station, I noticed that some of the 18 selections included:

  • 21st Amendment IPA
  • Flying Fish Octoberfish
  • Great Lakes Nosferatu
  • Epic Hopulent IPA, and
  • Devil’s BackBone O’fest

We first learned that Lion’s would be installing a growler station in July 2013. Work began at the beginning of October. Lion’s has certainly come a long way since it closed in 2011 for renovations and reopened under new management.

Back in July I announced that Lion’s Fine Wines and spirits — located at 3614 Georgia Avenue — would be expanding their service to include a growler station. Well, installation of that station has finally begun. As originally planned, the station is to have 20 taps on hand. Below is a photo showing the work in progress and location of where the station will be.

It’s Official — Petworth Liquors NOT Moving to 3213 Georgia Avenue

I’ve finally been able to confirm with ABRA that Petworth Liquors officially withdrew their application to transfer their liquor license to the location of the Tibet Shop. As of July 11th, ABRA ceased processing the application to transfer Petworth Liquors Class A license from 3210 Georgia Ave., NW to 3213 Georgia Ave., NW. I’ve also noticed that the placards have been removed from 3213 Georgia.

This is a good opportunity to address two presumptions I’ve heard in relation to this proposed relocation and its opposition. The first is that Petworth Liquors was forced out. The other is that the store was only moving 45 feet across the street, so why would residents oppose the new location when they were ok with the old location.

Regarding being “pushed out”, the owner of the building and the business were one and the same, so Petworth Liquors was not renting space from someone else. I’ve known for about a year that the owner was open to selling his building, and around May of this year he did just that for around $2M. The new owner apparently has plans for the property that did not include a liquor store … so, Petworth Liquors needed to find a new location to continue their business. But, the decision to sell the property was theirs and theirs alone.

The attempt to relocate to the east side of Georgia was a trigger that many residents found unacceptable. This was not solely because it was 45 feet closer to their homes and in a more residential area, but rather (as voiced by some home owners on Keefer Place) because its current operation at 3210 Georgia — including loitering and public drunkenness — was deemed unacceptable at any location. By protesting the transfer of the license to a new location what was really being protested was Petworth Liquors continued operation in the neighborhood. With the transfer of the license to 3213 Georgia off the table, and the inability to remain at 3210 Georgia, the odds are good that wherever Petworth Liquors ends up moving it most likely will not be in Park View.

But all that said, its impossible to know for sure what Petworth Liquors’ long-term plans currently are. The only thing that can truly be done is watch and listen to see what’s next.

Petworth Liquors Move Appears to be Off

Because the issue of Petworth Liquors proposed move to 3213 Georgia has been of such importance to the community, I wanted to share some news that Commissioner Anthony Cimino shared at last night’s ANC 1A meeting. According to Commissioner Cimino, the agent for Petworth Liquors has notified him that Petworth Liquors will withdraw their application to transfer the liquor license to 3213 Georgia. They do not plan to go forward with the project.

However, at this time nothing has been filed. I will monitor the DC Register and inform the community when the withdrawal of this transfer is official.

As the transfer has not been withdrawn at this time, ANC 1A voted unanimously last night to protest the transfer of the license to 3213 Georgia. This will protect the ANC’s standing with ABRA should the request not be withdrawn.

I have no doubt that Petworth’s decision to cancel this project is a direct response to the community’s speedy organization and solid opposition.

Growler Station Coming to Lion’s Fine Wines & Spirits

I’ve recently learned that Lion’s, located at 3614 Georgia Avenue, will be expanding their service to include a growler station.

In reaching out to Lion’s, I’ve been informed that the growler station has been ordered and is in the process of being constructed by a company in Austria. The current timeline is to have the station installed and ready for service around the middle of August. The station will have 20 taps on hand.

Growlers — refillable jugs usually coming in either 32 or 64-ounces — for take-away consumption is a realitively new occurance in D.C. and something that became possible about 6 months ago when the  D.C. Council made it legal for liquor stores, grocery stores, and brewpubs to sell them. D’Vines in Columbia Heights has been selling growlers since April of this year.

As I understand it, many specialty or craft beers are only available in kegs (rather than bottles or cans), and the ability to sell growlers allows customers a wider selection to choose from.

Overall, I have to say I’ve been impressed with how Lion’s has operated their business since they reopened last year. Not only have they continued to be responsive to their customers but they’ve also managed to run an attractive, welcoming, and clean establishment.

Update on Where Things Stand with Proposed Move of Petworth Liquors

As news of Petworth Liquors desire to transfer their license from 3210 to 3213 Georgia Avenue has trickled through the neighborhood, there has been an overwhelming reaction in opposition to this move. So, I thought I’d updated everyone on where things stand on this issue since my post on June 24th.

To start with, ABRA reposted the Notice of Public Hearing with hours that match Petworth Liquors’ current hours of operation per their Settlement Agreement. This also alters the dates for protest and hearings to the following:

  • Posting Date:                          June 28, 2013
  • Petition Date:                          August 12, 2013
  • Roll Call Hearing Date:          August 26, 2013

Because ANC 1A does not meet in August, they will be considering a Protest at their July 10th meeting. The Protest would be of the substantial change to the License, which in this case would be the transfer of the license to 3213 Georgia. To help facilitate community input on this issue, ANC 1A09 Commissioner Bobby Holmes has set up a survey where residents can state their position and leave comments on this issue (Click here to access the survey).

The next meeting of the Georgia Avenue Community Development Task Force will also focus on Petworth Liquors. The meeting will be held on Monday, July 8th, at 7:00 p.m. at the ECAC, 733 Euclid St. NW.  The owner of Petworth Liquors will be attending the meeting as part of the community discussion on the proposed move of Petworth Liquor to 3213 Georgia Avenue.

Lastly, in an attempt to be as informed on the businesses history as possible, I asked ABRA for their Investigative History on Petworth Liquors. I’m supplying it below (click on link for reports, the May 2013 report was not yet available).

  1. 5/8/13: Case #13-CMP-00221, Settlement agreement
  2. 4/20/13: Case #13-CMP-00217, Settlement Agreement; Hours of sale and service for off-premises retail licensees. 6/5/13: The Board requested a Show Cause Hearing.
  3. 1/4/12: Case #12-CMP-00018, Voluntary Agreement, Go-Cups. 2/29/12: The Board referred to staff for settlement. (Secondary; Unlisted) 3/8/12: $250 fine paid.
  4. 1/25/07: Case #8381, Sale to minors.  8/8/07: A Show Cause Hearing resulting in a $3,500 fine; a 15 day suspension with 8 days stayed and 7 days served on 8/20/07-8/28/07. 10/9/07: Fine paid.
  5. 12/7/06: Case #8268, Sale to minors.  Same disposition as Case #8381.

Because Petworth Liquors’ Settlement Agreement dates to 2009, I was primarily interested in violations after that date. Even without having the case report from May 2013, I don’t think it is needed to get an accurate picture of how the business operates … but I was able to find out that the May violation (13-CMP-00221) for Petworth Liquors contains charges relating to an after-hour violation and public intoxication near the storefront.

Based on ABRA’s Investigate History, as well as residents’ concerns regarding public safety and crime, I find the request to transfer the license to the east side of Georgia Avenue — especially a site in close proximity to residential households — to be unsupportable if the business operates in the future the way it has in the past.

I hope residents will take the time to complete the survey Commissioner Holmes set up. I also hope they will attend either the July 8th meeting on Euclid Street or the July 10th ANC 1A meeting at Harriet Tubman so that they can publicly voice their positions on this position prior to the ANC vote.

Petworth Liquors Moving to 3213 Georgia Avenue, Applies to Expand Hours

If the June 21, 2013, issue of the DC Register is to be believed, it looks like Petworth Liquors will be moving to the east side of Georgia Avenue into 3213 Georgia Avenue. Since 3213 is the address for the Tibet Shop, I can only take that to mean that Tibet Shop is leaving that location.

I’d started to wonder when Petworth Liquors sold their building at 3210 Georgia if perhaps they’d be moving back to Petworth, but I guess they’ve grown accustomed to their current section of Georgia. In looking over the Notice of Public Hearing, I also see that they’ve listed their hours of operation as:

  • Sunday 11am- 7pm; Monday through Thursday 9am-10pm and Friday & Saturday 9am-12am

These hours of operation would be a significant expansion of their current hours, which are Monday-Thursday until 9 p.m., Friday & Saturday until 10 p.m., and no Sunday hours. I’m checking with ABRA to see if Petworth Liquors’ existing Settlement Agreement would transfer to the new location as well (which I would presume to be the case), which would mean that their Settlement Agreement would need to be amended befor the expanded hours of operation could be implemented.

I’d appreciate any feedback residents have about this business, particularly with their interest to expand their hours of operation.
