Meeting to Share Updates on Park View School Kitchen, Cafeteria, and Parking Lot Projects Next Tuesday

The DC Public Schools, DC Dept. of General Services, Shinberg.Levinas Architects, and Winmar Construction will be at the Bruce-Monroe @ Park View school for a public meeting to share updates on the kitchen, cafeteria, and parking project. The meeting is scheduled for Tuesday October 3, 2017, at 6:30PM  in the Bruce-Monroe @ Park View Auditorium. All are welcome to attend.

Repairs Coming for Park View School Playground

As some in the community may already know, on the evening of Friday, September 1, at 9:30 pm there was a fire on the Bruce-Monroe @ Park View playground on the south side of the building. Fortunately, one of the custodians was able to alert the fire department which responded quickly. It is suspected that the fire was intentionally set and a section of rubberized material along with one of the pieces of playground equipment were destroyed. That has all since been removed.

On Friday, September 15, I was able to connect with the Department of General Services (DGS) and found out that they are unable to exactly replace the playground equipment that was damaged — however they did find something very similar. The recommended replacement has been sent to DCPS for review and sign off, after which the orders will be placed and the playground repaired.

While at DGS, I also pointed out the leaning wall along Newton Place. I know this has been a concern for many over the years, though until recently it appeared to be largely stable. Over the past several months, however, the wall appears to be less stable and the winter weather could further compromise its integrity with water freezing and thawing. DGS has agreed to inspect the wall to determine if the time has finally arrived to repair it.

DCRA Works Quickly to Address Unsafe Retaining Wall

3540 Park Place, NW

With age and all the wet weather we’ve had this summer, the retaining wall at 3540 finally gave out and I was alerted to safety issues it created by blocking the sidewalk. I immediately contacted DCRA to alert them to this issue, especially as the property has been vacant for several years. In addition to needing to remove the stone from the sidewalk to restore pedestrian safety, I expressed additional concern that the earth behind the wall could continue to collapse onto the sidewalk if the wall wasn’t fixed.

I have to give DCRA credit for addressing this issue quickly. They visited the property yesterday and determined that the site shall be posted for immediate abatement. DCRA’s Abatement team is going today to remove the rocks, and are also proceeding with a contractor to secure the wall.

Water Main Replacement on Park Road Moving Along

Work on the 600 block of Park Road.

DC Water’s replacement of existing 12-inch and smaller cast iron water mains on Park Road and Morton Street is moving along. The mains have been replaced on the 400 block of Park Road with work continuing on the 500/600 block of Park Road. Work has not yet begun on Morton Street.

Construction may last through April 2019. DC Water’s efforts will help improve water quality and system reliability, increase water pressure in some areas, and maintain adequate flows throughout the system.

After visiting the construction area on Park Road, it appears that we’re getting some new sidewalks out of the effort as well. This should be a temporary benefit, however, as the sidewalk abutting Park Morton should be reworked in the future as part of that effort as well.

DC Water Main Replacement Has Begun

I previously reported that DC Water would be replacing existing 12-inch and smaller cast iron water mains on Park Road and Morton Street between Georgia Avenue and Park Place. That work began earlier this week at the intersection of Park Place and Park Road, as shown by the photo below.

Pepco Hosting Open Houses to Discuss Their Capital Grid Project

Pepco is scheduling two open houses where we will share information about their Capital Grid project, which will impact Georgia Avenue and other parts of the neighborhood once it gets underway. The project is a 10-year infrastructure plan that is designed to improve reliability across the system, address capacity needs in the growing Capital region, and make the system less vulnerable to strong storms and other unexpected events.

The Capital Grid project includes rebuilding and upgrading the Harvard Substation at Harvard and Sherman.

Their first open house will include a formal presentation at E.L. Haynes Public Charter School on July 18th (see flyer below). After the presentation, there will be an opportunity to speak with Pepco experts about the Harvard Substation construction and learn more about how it may affect the neighborhood. Renderings of the upgraded substation and other components of the project will also be available.

Highlights of the Capital Grid project include:

  • Upgrading three existing Pepco substations (including the Harvard Substation)
  • Building a new substation in the Mount Vernon neighborhood
  • Installing a new 10-mile underground transmission cable that will connect these substations for greater reliability and resiliency against storms

Small Diameter Water main Replacement Project Headed for Park Rd & Morton Street in July

Yesterday, DC Water announced that as part of its Capital Improvement Program, they will be replacing existing 12-inch and smaller cast iron water mains in various locations throughout the city, including the Park View neighborhood. Construction is scheduled to begin in July 2017 and last through April 2019. These efforts will help improve water quality and system reliability, increase water pressure in some areas, and maintain adequate flows throughout the system. The streets impacted in Park View can be found on the map below.

Park View Field House Honored in Annual Preservation Awards

At this year’s District of Columbia Awards for Excellence in Historic Preservation, the renovation of the Park View Playground Field House won the Historic Preservation Review Board Chair Award — once of eleven awards recognized this year. The award was presented to ANC1A Chair Kent Boese, the Department of Parks and Recreation, and KADCON Corporation. The District of Columbia Office of Planning and Historic Preservation Office, in partnership with the DC Preservation League and the Daughters of the American Revolution, presented the 14th annual District of Columbia Awards for Excellence in Historic Preservation on Tuesday, May 23, 2017 in the historic DAR Constitution Hall.

Since 2003, the District government has honored over 225 outstanding projects, programs and individuals for exemplary work and commitment to historic preservation in Washington, DC. This year’s awards recognize 47 individuals, businesses, government agencies and local organizations.

North Capitol Street Resurfacing Begins, Work Duration Expected to be Four Weeks

For anyone who uses North Capitol Street, here is a heads up that was released yesterday stating that work to resurface North Capitol has begun and is expected to take 4 weeks. The impacted area is from Florida Avenue (south) to New Hampshire Avenue (north). North Capitol is a convenient way to or leave the neighborhood to many points south, so this is sure to impact area drivers during this period.

(Washington, DC) – The District Department of Transportation (DDOT) will begin roadway resurfacing on North Capitol Street today, May 16, weather permitting.

The work, to be conducted from New Hampshire Avenue NW to Florida Avenue NW, is expected to take 4 weeks to complete.

Work will generally be conducted from 9:30 am to 3:30 pm, Monday through Friday; and 7:00 am to 7:00 pm, Saturday; however, certain sections will be worked on from 9:00 pm to 5:00am, Monday through Friday.

During construction, at least one lane will be open in each direction. Curbside parking will not be available on some sections of North Capitol Street during work times. Parking restriction signs will be posted 72 hours in advance at locations where parking will not be allowed. Each sign will list the duration of the restriction and the engineer-in-charge’s contact information.

Variable message signs will be in place to guide motorists. DDOT encourages all motorists traveling through the work zone to stay alert.

New Cafeteria for Park View School on Track for Fall 2018

At the April 26, 2017, School Improvement Team (SIT) meeting for the Bruce-Monroe @ Park View Elementary School, the Department of General Services announced the architects, builders, and timeline for the new cafeteria project. The project is aiming to break ground in the winter of 2017 and be completed by August 2018, in time for the new academic year. The architect chosen is Shinberg Levinas with Winmar Construction chosen as the general contractor.

The scope of the project includes a full kitchen, a larger dining space, a new loading zone, and a regrading of the parking lot at the rear of the building along Newton Place. Leading up to construction, the design team will be developing the plans and getting permits. During construction, there will be times when there will be no off street parking for the school’s teachers. No plan was shared at the SIT meeting on what, if any, accommodations would be made for teachers during the reconstruction of the parking lot. Another issue that was raised was the configuration and condition of the alley behind the school, which is currently very narrow and difficult for school deliveries and regular trash collection.
