Mayor Bowser Announces Plan to Improve Transit Service Along 14th Street

Yesterday, Mayor Muriel Bowser announced her support for express bus service on 14th Street, stating that she included funding for the 59 in her upcoming budget.  The event was held at La Cabana restaurant on 14th Street just south of Spring Rd, and was attended by neighbors, Advisory Neighborhood Commissioners, and government officials. While the Mayor’s announcement stated that funding for the 59 bus was in her budget, it still needs to survive the D.C. Council’s budget oversight hearings — though the Council appears to be very supportive. Presuming the funding survives intact, the 59 could be operational by December 2017.

Following the announcement, Mayor Bowser took a few questions from those in attendance. I took the opportunity to ask the Mayor for a commitment to review traffic on 14th Street from Monroe (north) to Irving (south), stating that the road infrastructure created a bottle-neck at DC USA which not only prevents drivers from moving efficiently through Columbia Heights but would also prevent the 59 bus from achieving its full potential as a faster alternative to downtown. The Mayor appeared to respond positively to the request and several of the ANC Commissioners in the room voiced support for the request and the need to find a solution to the bottle-neck.

Next Park View Cleanup Scheduled for Saturday, April 1st

Georgia Avenue Thrive’s next Park View Cleanup is scheduled for Saturday, April 1, beginning at 10 a.m. This month, the cleanup is partnering with District Dogs. The cleanup will start outside their store at 3210 Georgia Ave. District Dogs will provide free coffee and doughnuts and give a 25% discount to volunteers who give 90 minutes of their time to the neighborhood (The discount is limited to purchases of $100 or less).

D.C.’s Comprehensive Plan Begins Accepting Formal Amendment Proposals

Over the past year, the DC Office of Planning has led an array of activities to engage residents in a citywide initiative to amend the District’s Comprehensive Plan. On March 24, Mayor Muriel Bowser, the DC Office of Planning (OP), and the Office of the Deputy Mayor for Planning and Economic Development (DMPED) launched an “Open Call” period, through May 26, 2017, to give all stakeholders an opportunity to formally propose Comprehensive Plan amendments.

The Comprehensive Plan is the 20-year plan the District government uses to guide future development within Washington, D.C. It contains the maps and policies that influence the neighborhoods where people live, work, shop, and play, as well as the investments the city makes in its services and infrastructure. Most importantly it is the primary tool that helps the District to manage change in a way that embraces progress while protecting the qualities that make DC a special place.

The Comprehensive Plan was initially adopted in 2006 and was last amended in 2011. Much has changed since that time, including a population increase of over 75,000. Having an up-to-date Comprehensive Plan is critical to achieving the long-term success of the District and realizing our collective vision for an inclusive city.

Those interested in making an amendment proposal can find a host of useful materials on the [PLAN]DC website, including:

  • an Amendment Submission Form;
  • a “Roadmap” of planning references;
  • a set of Frequently Asked Questions;
  • an Engagement Calendar; and
  • an Evaluation Framework, which OP will use to screen amendment proposals

During the Open Call period, OP will hold a series of 15 technical assistance workshops (called Office Hours) in locations across the city, where participants will be able to ask questions and receive support in preparing proposed amendments. As spring unfolds, OP will also post additional support materials on the website and host additional events continuing and deepening the dialogue around the District’s development.

DDOT Repairs Sidewalk on Park Place North of Newton

I’m happy to report that the wonky section of sidewalk on Park Place just north of Newton was repaired yesterday. The issue with this section of sidewalk was a severe slope down to the curb that was created when the sidewalk was replaced in June 2016. After much patience and perseverance on my part — and engagement by neighbors on this block (thank you team!) —  DDOT came out, reinspected the section, and came up with a better solution to address the ADA and safety issues related to this stretch of sidewalk.

As you can see below, this has all paid off with a far safer sidewalk for all.

Park Morton Steering Committee Meeting Schedule for Tonight

Tonight’s scheduled Park Morton Steering Committee meeting is Open to the Public and designed to report out to the community where things are with the project. The meeting will be held at the Park View Recreation Center in the rear community room, from 6:30 to 8:00 pm.
Topics to be discussed include:
  1. The Park Morton and Bruce Monroe PUD process and status to date;
  2. Receive an update from the Park Morton Relocation and Re-occupancy sub-committee; and,
  3. The upcoming Bruce Monroe park planning process.

The Zoning Commission held a Public Meeting of March 13, 2017 for Final Action in both Zoning Commission Case No. 16-11 and No. 16-12. Those public meetings are available for viewing here.

Water Main Replacement Project Planned for Columbia Heights

DC Water is currently working to schedule a water main replacement project in the Columbia Heights area. The impacted streets will be Irving, Columbia, Harvard, Girard, Fairmont, and Clifton between 13th and 14th Streets. DC Water is in the process of coordinating with DDOT and WMATA and working through the permitting process. The project could begin in April or May.

The mains to be replaced in Columbia Heights are approximately 100 years old, and one of several locations that are part of a much larger project.

When work commences, it will impact two streets at a time. The first sweep will focus on replacing the water mains on each street, which will be followed by all the lead connector service lines from the mains to the edge of the public space being replaced with copper lines if they are lead. DC Water estimates it will take about two to three weeks to work on each block.

While the work is necessary, it will be disruptive to both the immediate community and those who travel through the neighborhood. During construction, parking will not be permitted on affected blocks. Every attempt will be made to keep the streets open to traffic, though there could be occasional times when a street closure is necessary. It is also worth noting that both Irving Street and Columbia Road currently support Metro Bus and shuttles between the Columbia Heights Metro Station and the Washington Hospital Center.

Representatives from DC Water will be attending the ANC1A meeting on April 12th where they will share additional details.

 

New Mural in the Works for 3124 Georgia Avenue

A new mural is being planned for this vacant wall at 3124 Georgia Avenue, NW.

A new mural is in the planning stages for the large vacant wall on the southwest corner of Georgia Avenue and Kenyon Street. Advisory Neighborhood Commission 1A approved a letter in support of the mural at their March 8, 2017, meeting.

Prior to the approval, Commissioner Rashida Brown had meet with the property’s owner and with Words, Beats & Life with is the organization that has selected the site for the mural. Words, Beats & Life will work closely with the ANC and the community during the mural process. The organization partners with local artists and community members to replace graffiti with art and will provide the supplies and instruction necessary to complete the project.

No design has been shared for this specific site to date.
