Area Vacant and Blighted Property List for March 2012
DCRA has just released its bi-annual vacant property list. You can view the entire list for the first half of 2012 here. The DCRA Office of Vacant Property web page also has additional information on how to report vacant and blighted properties. In determining whether a building is vacant, DCRA must consider whether the building has:
- low or no utilities usage;
- an accumulation of mail;
- a lack of furniture or window coverings;
- open accessibility;
- deferred maintenance, including loose or falling gutters, severe paint chipping, or overgrown grass;
- been the subject of neighbor complaints about the property; and
- been boarded up.
For those who are not familiar with the DCRA lists, the properties on them are not D.C. owned. They are privately owned. DCRA’s job is to enforce a set of regulations on the owners that makes it hard for them to own a vacant property. Vacant properties tax rates change from .85 cents per $100 of assessed value, to $5 per $100 of assessed value. Blighted property tax rates are $10.
In comparing vacant and blighted property in the Park View area from August 2011 to March 2012, the following changes are noted:
- There are currently 9 blighted properties compared to 12 in August;
- There are currently 32 vacant properties compared to 20 in August;
- 12 properties — 8 vacant and 4 blighted — have been removed from the list in the last 6 months;
- 5 properties currently classified as blighted were on the August list; and
- 11 properties currently classified as vacant were on the August list.
Below is a map of where the vacant (green) and blighted (red) properties are in Park View. Sites in yellow indicate vacant and blighted properties that have been removed from the list since August 2011.

Whoa – one vacant property is my next-door neighbor. I can say it sure isn’t vacant…they never take OUT their trash, it’s just accumulating. It is in foreclosure and the adult children are just hangin’ as long as they can. I steered 2 developers to them and both the developers and the residents (with whom I am on good terms) told me the deal was about done to sell, but both fell through. With three sparring adult children and a reverse mortgage taken out by their deceased mom, this estate is a mess, but I was surprised it was rated “vacant” by the city.

Funny, last weekend I found a letter (along with piles of trash and other documents tossed in the alley) from the city to the residents saying the house had been taken off the vacant properties record. The developer has taken three roll-off dumpsters of trash from the house so far, and one night (10:30 Sunday) some guys with a truck came and threw their junk in the driveway…AND A WHOLE CAR!

Another one of the properties listed as vacant is definitely not vacant. It’s a few houses down from mine, and it was sold about a year ago. I know the current owner. Nice guy. He’s fixed up the place a bit, and he often sits on the porch playing guitar.

One missing from the list is on Park Road the house North of the alley between newton and Manor Place. Owner has moved out of the country and he had a renter for a while, but its been vacant about two years.

809-811 Otis Place NW has been blighted for at least 5 years and if the DCRA inspector had turned around s/he would have seen the other blighted building behind them on Otis Place!

Hi Kent, is there an updated list that you can provide from March 2012 to the present. I am an Investor and I love to purchase vacant property. Also the link to the DCRA Vacant property is not working, it was working at one time and now it just keeps giving an error code, does this happen pretty frequently.
