Modernization Plans for Park View School Move Forward — Absent Community Input

Last Wednesday (May 16), I met with the Historic Preservation Office to discuss pending landmark nominations in the Park View neighborhood, and was surprised to see a different version of the planned modernization (dated May 15, 2012)  of the Bruce-Monroe @ Park View School than the one presented to the School Improvement Team on March 20th. Overall, I agree with some of the changes and think others don’t go far enough. Still, I’m not overly happy that there has been no outreach or presentation to the greater community since January 28, 2012 — which seems to be the reason we have School Improvement Teams.

Additionally, without communication from the Department of General Services, it is difficult to tell if these are final drawings or proposals. Where I’m particularly concerned is that the community was promised at least one more public meeting in addition to the one on January 28th. I’ve been attempting to accomplish exactly that with DGS since April but without success thus far.

Given that work is supposed to begin when school gets out, we are quickly running out of time for DGS to keep its commitment. They have been invited to make a presentation at the June 13th ANC 1A meeting.

Landmark Nomination for Park View School to be Heard Thursday, May 24th

The District of Columbia Historic Preservation Review Board has scheduled the public hearing on Historic Landmark Application #11-23 (Park View School (and Auditorium)) for this Thursday. The Board will consider the listing of the property in the D.C. Inventory of Historic Sites – in accordance with the Historic Landmark and Historic District Protection Act of 1978. The Board will also consider its nomination to the National Register of Historic Places. The Public hearing will take place beginning at 9:00 a.m. on Thursday, May 24 at 441 Fourth Street NW (One Judiciary Square), in Room 220 South.

The Board’s hearing is open to all interested parties or persons, who are invited to testify before the Board. The principal purposes of the landmark designation are: the recognition of the historic or architectural importance of a property; and its protection through the future review, by the Historic Preservation Office and/or the Historic Preservation Review Board, of proposed subdivisions and permit applications for construction, alteration and demolition.

Green Team Returning to Georgia Avenue

Around 8 a.m. yesterday morning, May 21, Councilmember Graham announced that the Ward One Clean Teams would soon be back in the neighborhoods helping to keep Ward One clean by staying on top of trash in some of our heavily traveled corridors. The program will cover 38 blocks in Ward One.

Park View’s section of Georgia Avenue fared well, with 10 blocks — or 26.3% of the blocks in the program — included (the area from Irving to New Hampshire). Columbia Heights also has a sizable section of 14th Street included in the program with 11 blocks (30%) starting at Columbia Road and ending at Spring Road.

The announcement, however, did not go unnoticed by those that think all of Georgia Avenue needs this kind of attention. This was especially true in Ward 4 where, apparently, only the section of Georgia Avenue north of Decatur Street and ending at Eastern Avenue has a Green Team of sorts. The Petworth section has been seeking a Green Team for the last few years now.

I am pleased to announce the Ward One Clean Teams will soon be back in full force in many of our neighborhoods – - covering a total 38 blocks throughout the Ward.  I worked hard to get the funding back into place for this important service. I want to thank Mayor Vincent Gray, Chairman Kwame Brown, and Harold Pettigrew, Director of the Department of Small and Local Business Development for their help in re-establishing Clean Teams.

We have missed these services – - and value this work in our neighborhoods.

We are giving people a chance to rebuild their lives with jobs, while fulfilling this useful purpose. Charlie Whittaker successfully competed for this contract, and again has the supervision of this service. His able services are much appreciated.

Please look for Clean Team members in the neighborhoods below starting in the next few weeks. (Adams Morgan has had no lapse in their green team cleanups, due to a different source of funding, part private and part DC gov.)

New Mural at Sweet Mango Cafe Honors Go-Go Godfather Chuck Brown

I’m sure many residents who walk past Sweet Mango Cafe (3701 New Hampshire Ave.) every day noticed last Friday, May 18th, that a new mural was in the early stages of being painted. While I’m not sure how detailed it will ultimately be, enough of it was completed to clearly show that it is a tribute to Go-Go Godfather Chuck Brown, who passed away on May 16 at Johns Hopkins Hospital in Baltimore at the age of 75. Below is the image that inspired the mural.

The mural is based on a 1992 photograph of Chuck Brown taken by the Washington City Paper’s Darrow Montgomery.

Newly Reopened Park View Rec Refocusing on Community

Last evening’s community meeting at the Park View Recreation Center focused primarily on exploring larger, community events to be held there. The annual Ty Hop Basketball Tournament is still on schedule and represents one such event, but not everyone enjoys basketball or participates in the event. So, last night’s meeting focused on brainstorming other options to pursue that would be of interest to other members of the neighborhood.

One idea that took root was to organize a Park View Family Day to coincide with the ribbon cutting ceremony reopening the renovated field. The idea is to create a day of games, music, and food to begin after the ceremonies are over.If successful, there is no reason why this event couldn’t become an annual event.

With the field project on schedule to be completed at the end of June, this is clearly going to be an event that needs a lot of planning and participation in a short period of time. A follow-up meeting to focus on pulling it together is scheduled for next Thursday, May 24th. Residents willing to roll up their sleeves and help make this happen are encouraged to come to the next meeting or contact DPR’s Ward 1&2 Manager, Gayle Ward (gayle.ward (at) dc.gov)

Park View History: Dr. E. E. Ruebush – Veterinary Surgeon

Ruebush is pictured here in April of 1937 after he had removed a record gallstone from Flip, a black and white collie.

It’s difficult to envision it now, but 3622 Georgia Avenue was once the office of Dr. Ephraim Edgar Ruebush, a successful veterinary surgeon. He opened his new and modern hospital for small animals on Georgia Avenue in early January 1925. He received local notoriety when he saved a $10,000 show dog in 1935 and successfully treated dogs being poisoned in the Shepherd Park neighborhood in 1936.

Dr. Ruebush operated his animal hospital on Georgia Avenue until his death on October 26, 1941.

Keeping a Tidy Lawn Can Avoid a $500 Fine

From May 1 to October 31, grass over 10 inches can not only be unsightly, it can also lead to a $500 fine. As the mowing season has just begun I wanted to give folks the opportunity to not only know the rules, but also share information on how to find a good lawn care provider if they don’t have one.

I’ve already been contacted by a few residents seeking recommendations for lawn and yard care but I really don’t know of anyone in the area that does this (mostly because our yard was converted to a garden). If you have had a good experience with someone please share.

Below are the District Grass and Weed Regulations from the DCRA Web site:

District regulations prohibit property owners (commercial and residential) from allowing grass and weeds on their premises to grow more than 10 inches in height. Failing to adhere to the rule could lead to fines of more than $500. Between May 1 and October 31, DCRA can immediately mow properties and issues fines.

DCRA will be hanging “door knocker” reminders at properties where the grass height is getting close to the threshold to try to encourage voluntary compliance before the city has to intervene.

Tall grass can trigger respiratory problems like asthma and allergies in District residents and rats and other vermin are also drawn to the over-growth. This holds serious public health implications.

DCRA regulates several types of excessive vegetative growth including: kudzu, poison ivy, oak and sumac, plants with obnoxious odors, weeds, grasses causing hay fever, and any weed growth that creates a breeding place for mosquitoes. Regulations require that these weeds be cut after no more than seven days of growth.

Gardening at the Old Soldiers’ Home

Earlier this year I announced that there was a community gardening opportunity at the Old Soldiers’ Home. I’m happy to report that there was a good response to this opportunity — in which community members are paired with AFRH residents to work garden plots side-by-side.

Thus far, I’ve observed two things (even though the season has just begun) … 1) Working with and getting to know the AFRH residents is both rewarding and interesting; and, 2) Even though the garden is just a few yards inside the fence from Rock Creek Church Road and Park Place, there is definitely a very rural feeling on the other side of the fence. It is very easy to forget you are in the heart of D.C. when you are gardening there.

Below are a couple of photographs taken while AFRH residents and the outside community put up fencing to protect the gardens from the deer.

Park View Recreation Center Reopens Today — Community Meeting on Thursday

The Park View Recreation Center will reopen today at 3:00 p.m. after being closed on March 15th. The new staff that will be serving our community will be on site and available today and tomorrow (May 14th & 15th) to informally meet and greet the community and hear what you want from DPR.

Additionally, according to the posting on the door of the Rec Center, there is a community-wide meeting open to all scheduled for Thursday, May 17, at 6:30 p.m. This meeting will focus on special events and programs planning for the facility during the coming year.

While the main building re-opens today, the rest of the site is still closed due to the field renovations in progress. They are scheduled to be done by mid-June. As you can see from the photo below, they are moving along at a good pace.
